Introduction

Results are provided for the last four referendums to convene an unlimited constitutional convention (i.e., one whose agenda is not strictly controlled by the General Assembly): 1963, 1984, 1994, and 2004. ¬†Even with an unlimited constitutional convention, however, the General Assembly may exert substantial indirect control over a convention’s agenda. ¬†Constitutional reform passed in 1973 was intended, in part, to reduce the General Assembly’s potential degree of control.
